The low-sulfur gasoline substrate production apparatus 100 for producing a gasoline substrate having a low sulfur concentration, with, as a raw material, a C4 fraction, obtained by thermal decomposition of a naphtha fraction which is a fraction obtained by atmospheric distillation of a crude oil or by contact cracking of a heavy gas oil fraction which is a fraction obtained by atmospheric distillation of a crude oil, a reduced crude, or a reduced-pressure light oil fraction obtained by further distilling the reduced crude under reduced pressure, includes: a sulfur constituent removal apparatus 200 for removing a sulfur constituent from the inside of the C4 fraction; a diene constituent removal apparatus 300 for removing a diene component from the inside of the C4 fraction, from which the sulfur constituent is removed in the sulfur constituent removal apparatus 200; and a polymerization apparatus 400 for polymerizing a C4 fraction from which the diene constituent is removed in the diene constituent removal apparatus 300.
