A video image is divided into a plurality of regions of a target by a regional dividing section 22, such a conversion function is created that a histogram of each region matches a target value by any one or more of a luminance conversion function creating section 23, an ink conversion function creating section 24 and a color conversion function creating section 25 and the conversion function is applied to the video image by a video image converting section 30. Thus, gradations are converted for each region and the contrast is prevented from being converted while being affected by a light part or a dark part in the video image. Furthermore, not only the entire video image but also the color of the subject can be distributed within a designated range in the luminance and a plurality of color components of ink and R, G and B color components, and such a video image can be created that not only the entire video image but also the lightness, contrast and color of the subject can become preferable for a user.
