To select a low processing unit having a low processing load matched to the actual state without making the processing unit perform excess processing, and to distribute processing data to the processing unit.
A determination means 26 determines whether the processing unit corresponding to the processing load accumulated in the nearest past is a processing unit to distribute processing data based on one of a plurality of numerical values corresponding to a certain processing unit and a plurality of accumulated processing loads. When a distribution means 22 determines that the processing unit corresponding to the processing load accumulated in the nearest past is a processing unit which should distribute processing data, the processing data is distributed to the processing unit. When an executing stage 26 determines that the processing unit corresponding to the processing load accumulated in the nearest past is not a processing unit which should distribute the processing data, a detection processing and a determination processing are executed for the other processing unit.
