CONSTITUTION: An exhaust gas 1 contg. a hydrogen source 2 consisting of at least one of hydrogen gas and a gaseous hydrogen compd. and carbon dioxide is irradiated with a high energy beam 6 to activate the hydrogen source 2 and the carbon dioxide and carbon dioxide in the exhaust gas l is reduced with the activated hydrogen to convert it into a solid compd. or a liq. compd., which is recovered. In addition, it is pref. that a mesh material for accelerating the reduction reaction between the activated hydrogen source and carbon dioxide in the exhaust gas 1 is placed into multi-stages in a reaction vessel 7. In addition, they are set so as to decrease gradually the opening of the mesh material along the flow direction of the mixed gas.
