PURPOSE: To prevent the excessive running by providing a warning point sensor which is provided on the location before the predetermined stop point along the car running path and a moving- body speed sensing device, judging the output by an excessive running judging circuit, and issuing the braking command to the moving body in the case of the excessive running.

CONSTITUTION: The car enters a specified section at the speed of a speed line 13, and the speed is slowed down after passing a speed-recudtion starting point 1 along a speed line 11. If the car runs at an excessive speed which is under the state of the speed line 13 due to the failure of, e.g., a predetermined-position-control and stop-control device and the like, and passes the pass warning point 5, a corresponding car mounted pass warning sensor 24 senses the passed point. The sensed output is given to an excessive running prevention judging circuit 29, in order to warn that the speed of a speed line 14 is not reached when the pass warning point is passed. After a speed sensor 26 and a constant low-speed sensing circuit 27 are checked for failures, the normal operation is notified to the excessive running prevention circuit 29. While, the excessive running prevention circuit 29 judges the excessive running, the braking command is issued to the car brake from a braking command circuit 30, thereby the speed of the car is decreased along the speed lines the car is stopped.
