To provide an apparatus for reforming heavy oil which can prevent generation of coking in a reformer, has improved collection rate of reformed fuel generated from heavy oil, a gas turbine plant having a reformer of heavy oil.
The reforming apparatus comprises a plurality of fuel reforming systems equipped with a reformer 13 that generates a reformed fuel by reforming reaction and by heating/pressurizing mixed fluid 11 of heavy oil 1 and water 8; a heavy oil supplying system that supplies the heavy oil 1 to the plurality of fuel reforming systems; a first control valve 30 that is arranged in the heavy oil supplying system and controls a flow volume of the heavy oil 1; a water supply system that supplies the water 8 to a plurality of the fuel reforming systems: and a second control valve 31 that is arranged in the water supplying system and controls the water flow volume; wherein the first control valve 30 and the second control valve 31 are designed to control the flow volume in accordance with the temperature of the mixed fluid 11 of the heavy oil 1 and the water 8 that flow in the upper stream of the fuel reforming system of each reformer 13.
