In the apparatus for treating liquid in which a liquid to be treated is circulated in a liquid treatment passage having at least one pair of electrodes comprising an anode 11 and a cathode 12 and the liquid to be treated is modified by an electric field formed by applying pulse voltage between the one pair of electrodes, the liquid treatment passage is formed as a meandering passage 10 consisting of a plurality of outward passes, inward passage and bent portions, and the above anode 11 and cathode 12 are alternately disposed at the bent portions.
