CONSTITUTION: An apparatus has more than one vertical rotary disk 24 contacting waste liquid and tandem type blades 25 contacting the disks 24. In this way, the treatment efficiency improves to reduce treatment costs. The generation of solids and stains etc., in the waste liquid and stains on the plate is prevented even after long-term development treatment. The treatment efficiency of waste liquid (quantity of evaporation/quantity of heat supplied) improves to reduce the treatment costs. In addition, the large contact area with waste liquid enables the efficient elimination of impurities. The size of the rotary disk 24 is preferably 5-100cm in diameter, more preferably 10-50cm. The rotary disks 24 are arranged in parallel, and the number of the disks is preferably 3 or more.
