To provide an apparatus for winding recycled paper and a method for winding the same, that quantitatively wind recycled paper manufactured by a small paper recycling machine in the roll form, have breakability and dischargeability and are superior in workability including import and export, maintainability, safety and economical efficiency.

The apparatus comprises a tension adjusting portion 1, a rotating shaft 2b, a rotating arm portion 2, a guide portion 3, a winding portion 4 and a cutting portion 6. When the recycled paper is wound, it is wound by rotating the rotating axis of the rotating arm portion 2 with a predetermined angle upwardly to its center and by continuously providing a certain rotating load against a shaft portion of driving means such as a motor for winding. When the recycle paper is cut, a pushing plate 6b' for preventing shift and slack equipped over and under a cutting blade of the cutting portion 6 is pushed against a fixed planer plate 6c to fix and cut the recycled paper. When the recycled paper is exported, a disk-shape member equipped in the forward and backward driving means 5a' is moved backwardly to push the paper.
