PURPOSE: To provide the titled compsn. exhibiting excellent damage-preventing effect, film-removing properties, etc., by a method wherein a high-melting waxy material having a specified acid value is neutralized with a volatile amine or ammonia and the neutralized product is dispersed in water in the presence of a perfluoroalkyl surfactant.
CONSTITUTION: A high-melting waxy material having an acid value of 5W60 such as paraffin wax or microcrystalline wax is neutralized with a volatile amine (e.g. diethylamine or diethylethanolamine) or ammonia. The neutralized product is mixed with a perfluoroalkyl surfactant of formula I or II (wherein n is 3W12; Q is sulfonate salt, carboxylate salt, ethylene oxide adduct, triethylammonium salt, phosphate ester, hydrophilic group-contg. oligomer) in a weight ratio of 99.9/0.1W94/6 in water to make a dispersion, whereby the titled compsn. is obtd.
