To provide an aqueous hydrophilic coating composition capable of coating even on a substrate with poor resistance to organic solvents without forming a primer layer, giving a coated film which is hardly recognizable of interference patterns even when coated on a substrate high in transparency or glossiness, and capable of using in a place giving importance to appearances.

This aqueous hydrophilic coating composition comprises as a principal component a silicone resin obtained by hydrolyzing and polycondensing an alkoxysilane, and further contains oxide sol and water as a solvent.
