A system includes an arc deflection device that includes: an arc-discharging power supply 21; a cathode 1 with an arch-shaped tip; an anode 3; and a magnetic field generating part 15 for applying a magnetic field to the arc discharge generated between the cathode and the anode to deflect the arc. The magnetic field generating part constitutes at least part of wiring 19 provided between the cathode and the anode, performs arc discharge and also applies a generated magnetic field to the arc. The wiring includes a coil, and further includes a tubular pipe for covering the coil. A coolant is introduced into the tubular pipe to cool the coil.
