The yoke 11 is provided with a plurality of concave portions 111. The concave portions 111 are opened on one side in a direction parallel to a rotating shaft P and the side opposite to the rotating shaft P in a diameter direction centered at the rotating shaft P. The plurality of teeth 12 are inserted into the concave portions 111 along the diameter direction from the side opposite to the rotating shaft P. A fixing portion 13 individually fixes the positions of the plurality of teeth 12 in the diameter direction from the side opposite to the rotating shaft P for one end of each of the plurality of teeth 12.
