PURPOSE: To improve the adhesion of a top fill to a sealing course by bonding a retaining mat with dimples of almost the same depth as grain size of the top fill to an adhesive non-woven fabric at the top surface of the fabric.
CONSTITUTION: Arrangement for covering the surface of loose material, in particular earth or waste dump material, comprises a sealing course 2 having adhesive roughness at top surface and a top fill 11 above the sealing course. An adhesive non-woven fabric 5 placed directly on a sealing course 2 has a rough surface facing to the sealing course 2. The rough surface comprises fibers of smaller diameter than the height between the top and the bottom on a surface 4 of the sealing course. A retaining mat 6 of depth of 10 mm is bonded to a non-woven fabric 5 made of adhesive polyester at the top of the fabric 5. The mat has, at its top surface, dimples of at least almost same depth as grain size of the top fill 11.
