PURPOSE: To safely perform cutting work while minimizing the scattering of small pieces of asbestos fibers by arranging a rotary saw so as to partially protrude the same from the opening provided in a suction container and reducing the pressure in the suction container so as to generate an air flow from the outside of the suction container to the inside thereof.

CONSTITUTION: The vol. of a suction container 10 is restricted by opposed walls 16a, 16b and opposed walls 16c seal air in opposed end parts hermetically. The flow 18 of a bin seals air to the lower sides of walls hermetically and a discharge port 34 comprises a hollow pipe to pierce the floor of the suction container 10 and a duct 30 extends to a base part end 36 while an inflow port 38 communicates with the inside of a blower 40 and, when the blower 40 is driven, negative pressure is generated in the bin 10. The blower 4 contains a blower discharge port 42 and a highly efficient fine particle filter 44. The suction container 10 moves along a ceiling, walls and a floor and a lifter 20 allows the bin 10 to approach the region 26 having the ceiling and a panel of an asbestos-containing material is cut by a saw 12.
