To melt ash having small particle sizes at a high slugging ratio and raise heat load per volume of a furnace by forming a slant melting surface at a slug flowing-down part below an outlet of a swirling flow melting furnace where ash is swirled and melted into slug, and providing a fly ash supplier on the slant melting surface.
A fly ash supplier 11 provided on an upper end of a slant melting surface 4 is provided at a position which is slightly more recessed from a vertical side wall of a secondary combustion chamber 6 in order to avoid closure due to slug falling down from a swirling melting furnace 1. The fly ash supplier 11 supplies fly ash having small particle diameter recovered from waste gas exhausted from a waste gas cooling tower 8 to the slant melting surface 4. The recovered fly ash melts in slug flowing down from the swirling melting furnace 1, and flows mildly along the slant melting furnace 4 while being melted into slug which is in turn discharged from a slug discharge hole 7. Surface melting is performed on the slant melting surface 4 so that fly ash is melted at a high slugging ratio without scattering the fly ash.
