PURPOSE: To enable to fit a plurality of switches by a construction wherein a pad can be fitted into a steering wheel while preventing its rotation by a stationary gear, a fixed gear and a planetary gear.

CONSTITUTION: A steering column 1 is fitted with the fixed gear 2 which is engaged with the planetary gear 10. A main shaft 4 is fitted with a boss part 3, and a rotary shaft 7 fitted with the planetary gear 10, 9 is fitted to the boss part 3. The planetary gear 9 is engaged with the stationary gear 6 which is rotatably fitted to the shaft 4. When a ring part 21 of the wheel is rotated with the shaft 4 as an axis of rotation, the planetary gear 10 is revolved around the fixed gear 2 while rotating on its own axis. At this moment, the planetary gear 9 engaged with the stationary gear 6 is also revolved around the gear 6 while rotating on its own axis, with the gear 6 kept in the stationary condition. Accordingly, the pad 19 fitted with switches 18 is prevented from following up to the rotation of the ring part 21.
