The light receiving element 3 is arranged on an upper face of a housing 2. The light shielding plate 5 having a through-hole 22 is arranged above the light receiving element 3. In a state of the light receiving element 3 fixed to the housing 2, the light shielding plate 5 is adhered and assembled in a desired position of the housing 2 while performing image recognition of a position of the light receiving element 3 on the basis of a position of a light receiving area 11 inside the element 3 by using a CCD camera and performing image recognition of a position of the through hole 22 of the light shielding plate 5 or an outline shape of the light shielding plate 5 for maintaining a relative position between the light shielding plate 5 and the light receiving element 3.
