To efficiently utilize a control channel used for controlling transmission reception of an ATM cell in the ATM radio communication system conducting transmission reception of the ATM cell via a radio channel.

A radio frame transfer means 31 terminates a radio frame consisting of a user channel used to transfer an ATM cell, a control channel used to assign the user channel, and an access control channel used to assign the control channel and the transfer of control information, an information discrimination means 33 discriminates connection control information and the connection control information discriminated by the radio frame transfer means 31 is transferred to an ATM radio base station via the access control channel. Thus, the connection control information is transferred to the ATM radio base station without assignment of the control channel and the ATM radio base station assigns the control channel only to the ATM radio terminal equipment to which the connection is set to efficiently utilize control channel.
