Card data of a user payment card 5 are read by a payment terminal 2 in response to a predetermined action of an employee, and stamping of a predetermined number related to the predetermined action is received as a stamping value data. The card data and the stamping value data are transmitted to a payment management device 3 as payment data along with payment terminal data and stamping time data. The management device 3 extracts payment data having the stamping value data of the predetermined number to transmit them to this attendance management device 4 as attendance data. The management device 4 manages the attendance status of the employee by respectively identifying, based on the attendance data, the employee from the card data, the predetermined action from the stamping value data, the place of work from the payment terminal data, and the predetermined action time from the stamping time data.
