This attendance/leaving managing device and system is provided with a location information acquiring means for responding to the certification request of the attendance/leaving of a person to be managed received from communication equipment owned by the person to be managed, and for acquiring at least the location information of the communication equipment when the certification request is issued and an attendance/leaving certifying means for certifying the attendance/leaving of the person to be managed based on the acquired location information of the communication equipment when the certification request is issued and the location information of the preliminarily set attendance destination of the person to be managed.
