A center device 3 classifies devices 6 connected or to be connected to a local device 4 into retention/expansion/removal, and stores an authority setting table 31d for setting a user's authority each in a storage section 31. An authority setting table creation section 33 rewrites the authority setting table 31d according to the schedule information of a changing construction. An operation table creation section 34 creates an operation table 51 of the devices 6 classified into retention or removal when the schedule information of the changing construction is reflected on the authority setting table, and newly creates the operation table 51 of the devices classified into the retention and expansion of the authority setting table 31d when receiving a construction completion signal from a communication section 35. The local device 4 controls the devices 6 according to the operation table 51 from the center device 3 and transmits the construction completion signal to the center device 3 when the construction is completed.
