Character pattern signals of information including the year, month, day and time, measured values, etc., are generated at a character pattern generation part 42 on the basis of data signals from a measurement hardware such as a water level gauge or the like which are taken through a data input part 41, and time information from a clock part 47. At the same time, bar code signals of the information are generated at a bar code pattern generation part 43. Characters and bar codes of the information including the year, month, day and time, measured values, etc., are recorded to the printing paper by a recording part 45 on the basis of these signals. Since the bar codes recorded to the printing paper can be read by a bar code reader, data can be collected from the printing paper by a simple operation.
