In the vehicle management center 21, routes to the destination are searched by using the information of a road situation from a road situation monitoring device 22 and the map information of a map information storing device 26 according to a request for car allocation from a user or the like. Then, the service vehicle 11 which can arrive at the destination ion the shortest distance is selected from the searched route of each service vehicle 11. Then, a command for car allocation is issued to the selected service vehicle 11, and the information of the shortest route to the destination is transmitted by radio communication equipment 23.
