To provide a system which can automatically and speedily notify residents of a disaster area of precise information and which is superior in productivity and maintenance by using an IC card incorporating an IC memory storing the urgent notification message.

The IC card 40 is inserted into a card player. A sound analog signal as the urgent notifying message decided for disaster is transmitted to the A/D converter 31 of the card player 30 from a control panel 20 through a sound W wire 22. The A/D converter 31 converts it into a digital signal and stores in into the memory part 41 of the IC card 40 through buses 32 and 42. The digital signal on a setting condition (starting parameter) data required for notification is transmitted from the control panel 21 to the SIO input/output unit 33 of the card player 30 through a data W wire 23. An SIO input/output unit 33 stores the signal in the memory part 41 of the IC card 40 via the buses 32 and 42.
