To improve the rate of turnover of users by avoiding waiting time by a following user, as much as possible or making it as short as possible, and to fully guarantee a feeling of satisfaction to the preceding user.
The automatic photograph-forming device 1 is equipped with a plurality of photographic booths 2 and 3, having a camera (photographic means) 12 photographing a subject including the user and obtaining a photographic image; and a monitor (display means) 13 for presenting the photographic image to the user. A receiving device 5 is installed, which receives utilization requirement from the following user, discriminates the progressing circumstances of operation by the preceding users who have already been in the respective photographing booths 2 and 3 and also distributes the following users to either the photographic booth 2 or 3, based on the discriminated progressing circumstances. While there is no utilization demand by the following user to the receiving device 5, photographing chances by the preceding users, who are inside either the photographic booth 2 or 3 or both of them are increased or the restrictions on photographing chances are removed.
