To provide an automatic priming non-submergence type hydraulic pumping device in which a priming is carried out simply and quickly.
A liquid suction duct and liquid delivery duct are connected to a pump. The reciprocating vacuum pump 25 for creating a negative pressure at the suction duct of the pump has an elastic cylindrical member 33a, connected to a rigid cylindrical box-type body 34, for forming an inner space 33. In the inner space 33, flow in/out ports 36, 37 communicating with a poppet valve are formed and one end of an arm shape member 41 is stuck to the elastic cylindrical member 33a. A magnet 42 is supported so as to position between both poles of the stator of a motor on the other end of the arm shape member 41. When the poppet valve 27 is operated, the arm shape member 41 and elastic cylindrical member 33a are vibrated, the fluid is circulated through the flow in/out valves 38, 39 of the inner space 33.
