After converting an electronic document from a sender to first image data by an image data converting means 205, an extremely small amount is extracted from the first image data by a feature quantity extracting means 207. A two-dimensional code producing means 210 produces a two-dimensional code based on the extremely small amount. The two-dimensional code is converted to second image data. A synthesis means 212 synthesizes the first image data and the second image data so that a printing means 214 prints and outputs a document. Next, after reading the printed document and converting the same to image data, a first collating means 217 collates the image data and the first image data. In the case the collation result is normal, after reading the two-dimensional code and converting the same to image data, a second collating means 218 collates the image data and the second image data. In the case the collation result is normal, an enclosing and sealing process is executed by an enclosing and sealing means 220.
