To prevent the connection of an AC 100V or a primary battery from being forgotten in initializing and to report the abnormality while an executing person is present at an execution spot by providing a control means for reporting the state to a center when recognizing that one of the AC 100V or the primary battery is not inserted in initializing.
By an initialization switch 16, the control means 17 attains a determined message reports the message which is an initialization request though an NTT line 7 to the center of a reporting destination by the control of a communication means 12. In this case, the communication means 12 receives a required set value from the center through the NTT line 7. Thereafter, when the control means 17 judges that one of them is not connected by the detection of the input detection means 14 of the AC 100V and the input detection means 15 of the primary battery after fixed time, information for indicating that it is not connected is reported through the NTT line 7 to the center of the reporting destination by the control of the communication means 12.
