CONSTITUTION: A document which is discharged from an upstream device A is fed downward to a location between films which are opened into a V-shape by taking in units 2-11, and matched. Based on a discharge-completion signal from the upstream device A, a control unit 200 operates carrying units 17a, 17b, and at the same time operates welding units 19a, 19b, and both sides in the width direction of a film 14 covering the document are welded. When a mark-detection unit S1 detects a mark for the detection of a cut location of the film 14, the control unit 200 stops the carrying based on the detection signal. At the same time, the control unit 200 operates fuse-cutting units 18a, 18b, and the film 14 is fuse-cut right behind the rear end of the document, and a sealing for the enclosed document is formed.
