To make it possible to easily execute the purchase and conversion of lottery tickets with prizes, to improve minor's purchase preventing countermeasures and security against illegal conversion of a prize ticket and to provide easily usable environments by providing the automatic teller machine(ATM) with a function for purchasing and converting lottery tickets with prizes in addition to an automatic transaction function for banking operation.

A transmission control part 31 is connected to a host computer in a bank through a communication line 3 and a transmission control part 45 is on-line connected to a host computer in a ticket issuing center of the Japan Racing Association or the like. When a customer inserts a card and an inputted identification(ID) number coincides with a stored one, the control part 31 is connected to the bank host computer, reads out personal data registered at the time of opening an account and judges whether the purchase of a lottary ticket is legal or not by his (or her) birthday or the like. At the time of judging the validity of purchase within a range of an account balance, a main control part 33 is connected to the host computer in the ticket issue center through the transmission control part 45, which generates ticket issue data based on the contents of a received instruction and issues a lottary ticket with a prize.
