To provide an ATC/TD on-ground device which can lower a peak value of a superimposed wave consisting of an ATC signal wave and a TD signal wave, in which an amplifier, a coupler and the like used for processing the superimposed wave can have a small capacity, and which can reduce the installation cost.
An ATC/TD on-ground device 1 issues an ATC signal wave S1 and a TD signal wave S2. The ATC signal wave S1 is obtained by intermittently modulating a carrier wave S11. Similarly, the TD signal wave S2 is also obtained by intermittently modulating a carrier wave S21. The ATC signal wave S1 and the TD signal wave S2 are issued with such a timing that a period T1 during which the carrier wave S11 is held does not overlaps with a period T2 during which the carrier wave S12 is held.
