PROBLEM TO BE SOLVED: To increase speed of winding pipe installation work, increase speed of doffing work, and reduce weight of a device to carry out the work.
SOLUTION: A winding unit 4 having a drum 6 to rotationally drive a winding pipe 14 by making contact with the winding pipe 14 and a support member 8 to support the winding pipe 14 free to rotate and free to make contact with and separate from the drum 6 is furnished, a winding installation means 15 to carry out motion to install the winding pipe 14 on the support member 8 is furnished, and the winding pipe installation means 15 is controlled so as to be installed on the support member 8 at a position where the winding pipe 14 and the drum 6 make contact with each other.
