An ice thermal storage device includes a tank 17 which stores a thermal medium, a heat pipe 18 which has unidirectional heat transportation and coagulates the thermal medium for cold storage by transporting the heat of thermal medium by a passive manner and dispersing it to the outside air in the case where the temperature of thermal medium is higher than outside temperature and the outside temperature is at the predetermined temperature or lower, a soil layer 20 which contains water and is formed around the tank 17, and other heat pipe 27 which has unidirectional heat transportation to freeze the soil layer 20 by transporting the heat of the soil layer 20 by passive manner for dispersing it to the outside air in the case where the temperature of the soil layer 20 is higher than the outside temperature and the outside temperature is a predetermined temperature or lower.
