A diameter is enlarged by holding an operating portion 14 of an engaging implement 10 in a sandwiched state; a diameter-enlarged annular portion 11 is fitted into a support 30; and the sandwiched state of the operating portion 14 is released so that the engaging implement can be fixed to the support 30 by a predetermined elastic force. The support 30, to which the engaging implement 10 is fixed, is shifted in the direction of gravitational force; the operating portion 14 of the engaging implement 10 fixed to the support 30 makes a solenoid 50 engaged with the wire-mesh wall surface material 40; and the support 30 is erected along the wire-mesh wall surface material 40. In addition, the support 30 is shifted in an antigravitational direction; the support 30 and the engaging implement 10 fixed to the support 30 pass through the inside of the solenoid 50; the support 30 can be pulled upward, and fixed by the solenoid 50 disposed on an upper tier; and the safety fence can be lifted to a position appropriate for the construction of an upper layer.
