A plate 12 is rigidly fixed to the upper face of an axle 2, and an upper axle seat 3 provided with end parts 15 brought into close contact with the longitudinal angular parts 16 of the axle 2, and a fitting hole 17 for closely fitting the plate 12 is interposed between the axle 2 and a leaf spring 5.
