PROBLEM TO BE SOLVED: To provide a bag-making apparatus and a bag-making method which can make a packaging bag of a flat bag (a pillow type) capable of suppressing occurrence of wrinkles while adjusting a filling state (shape and/or direction) of an object to be packaged.SOLUTION: A bag-making apparatus 100 for making a packaging bag from a sheet-like packaging material comprises: a cylindrical mandrel 130 for forming the sheet-like packaging material into a cylindrical shape; a sailer 120 which has an annular part formed along an outer peripheral surface of the cylindrical mandrel 130 and, while aligning both ends of the sheet-like packaging material, guides the packaging material between the annular part and the outer peripheral surface of the cylindrical mandrel 130; a vertical sealer 140 for sealing the cylindrical packaging material formed in the cylindrical shape in a vertical direction; a conveying roller 150 for conveying the cylindrical packaging material; and a horizontal sealer 160 for sealing the cylindrical packaging material in a horizontal direction. The annular part of the sailer 120 has a substantially perfect circular shape in a plane view in the vertical direction. A downstream end of the cylindrical mandrel 130 in a conveying direction has an oval shape which is a laterally elongated convex shape.SELECTED DRAWING: Figure 1
