To provide a balancer device for a double-hung window capable of mechanically stopping the noload unwinding of a coiled spring and the excessive winding of a coiled spring by properly adjusting the extended/retracted state of the coiled spring and also provide a double-hung window using the balancer device.

In this balancer device, the coiled spring 13 is joined to a pivot shaft 12 at the inner end. The pivot shaft 12 extends or retracts the coiled spring 13 depending upon the rotating direction R12 of the shaft. A rotation stopping mechanism 14 stops the rotation of the pivot shaft 12 within the range in which the coiled spring 13 is further wound than in the maximum extended state of the coiled spring 13. The balancer device 1 for a double-hung window is combined with a lifting cable 15 and a sash 3 to form a double-hung window. The sash 3 is suspended from the lifting cable 15 of the balancer device 1.
