PURPOSE: To wind and fasten the periphery of a substance to be wound by a band solidly without generating damage on the periphery of the band.

CONSTITUTION: Fastening jigs 12 and 12 are provided at both sides of a combined substance A maintained at a specific position by holding members 11 and 11, and squeezing surfaces 16 and 16 of a band 5 are formed in a recessed form with the diameter larger than the band fastening diameter on the surfaces of both fastening jigs 12 and 12 opposing the combined substance A. Cylinders 19 and 20, and cam grooves 24 and 25 are used on both fastening jigs 12 and 12, and by giving a rotating movement to displace the band squeezing positions of the band squeezing surfaces 16 and 16 in the peripheral direction toward the end of the band 5, the band 5 is fastened from the outer periphery in the condition generating no slippage, and a solid winding and fastening without generating graze can be carried out.
