To provide a band feeding and winding device which can prevent generation of any slip of a feed roller with respect to a band, generation of any bend or cut of the band, or generation of any resin powder in a band returning step in an automatic packing machine.

In this band feeding and winding device which feeds the band to a band guide arch erected on a table, returns the band and separates the band from the arch, and winds the band around a work on the table, a torque limiter mechanism 26 to shut of transmission of the rotation from a drive shaft 21 to a feed roller 4 by the tension when the band A is wound around the work and stops the rotation of the feed roller 4 is provided between the drive shaft 21 with the feed roller 4 fitted thereto and the feed roller 4, preventing generation of any slip of the feed roller 4 with respect to the band A.
