A registration processing for making card stripe information of a card and bankbook stripe information of a bankbook into a pair and registering it is previously executed and a storage device 10 stores card/ bankbook information. When a customer selects bankbook payment with an input panel 2 from a transaction type displayed on a display 1, a CPU 6 retrieves cad stripe information registered as a pair based on bankbook stripe information of the bankbook of the customer, generates a card payment request telegram based on the information and transmits it to a host computer 7. The host computer 7 judges payment transaction permission/non-permission based on the telegram and transmits either card payment response telegram to the ATM. When the content is payment permission, the ATM executes payment transaction.
