PURPOSE: To effectively utilize the ground by erecting a pair of wall-like concrete layers, filling a banking material inside, and penetrating, fixing, and reinforcing the concrete layers with multiple solid rods made of fiber-reinforced resin.

CONSTITUTION: A pair of vertical concrete layers 7 are erected at positions corresponding to bank side faces. The concrete layers 7 are penetrated, fitted, and fixed with multiple solid bar-like rods 9 made of high-elasticity carbon fiber-reinforced resin. A banking material mixed with cement and lime is filled and tightened between the concrete layers 7 to form a bank 5. A roadbed 4 made of slag and crushed stones is provided on the bank 5. Ballast 3, crossties 2, and rails 1 are provided on the roadbed 4 for a track, and pavement with asphalt or concrete is formed on the roadbed 4 for a road. The ground can be effectively utilized while the face of slope is omitted, and dynamic and static high loads can be supported over a long period.
