To perform processing of banding and storing inserted banknotes with their orientations aligned.SOLUTION: A banding control unit (300) controls the operation of a banknote processing device (20) so that the band loading process of banding and storing banknotes inserted into an insertion unit (101). A band loading process allows a predetermined number of banknotes with their orientations aligned to a predetermined first direction to be accumulated in a first accumulation unit (109a) by ensuring that the banknotes drawn out from the insertion unit (101) are selectively reversed by a reversing unit (112) and transported to the first accumulation unit (109a), thereby allowing the predetermined number of banknotes to be banded by a banding unit (202) and stored in a banded banknote storage unit (206).SELECTED DRAWING: Figure 6
