A tube 2 to be inserted with a banner is fitted at the center of a base 1 made of a plastic, and a removable cap 3 is fitted to the bottom of the base 1. The banner is vertically erected from the tube 2 at the center, and water is filled into the base 1 to stabilize it. Flowers are put in this portion to use the base 1 as a flower base, or soil can be put in the base 1 to use it as the conventional flower bed. When this base 1 of the banner is used at a shop, it can resolve a dreary sight.
