To provide a base form process and assembled reinforcing bars, which allows base form members to be simply and surely arranged at predetermined positions, without they being caught by the assembled reinforcing bars and without causing any hindrance, when a concrete placing space is defined between forms.

In a base form process 300, a base form member 30 composed of an outer base form 302, an inner base form 301 and a separator 303 arranged between the forms so as to define a space therebetween, is set up so as to surround assembled reinforcing bars, and concrete is placed between the forms so as to form a footing. In this case, horizontal reinforcing bars 17 on rise-up reinforcing bars 18 are assembled at a position above the upper end position 122A of the footing and below a separator 303 position D lowermost of the base frame member 300, in a stand-up condition.
