To the lower face center of a base isolation plane forming upper side base 1, a spherical holding bracket 3 is fixed which rotatably houses a base isolation spherical body 2 in the state that the lower end is exposed. A base isolation controlling mechanism part A for serving base isolation effects is formed so that the lower end of the base isolation spherical body 4 has rolling contact with the center of a foundation plane forming lower side base 4 provided in opposition to the lower face side of the upper side base 1. It is wholly embraced by a restoring exterior B which is formed of a non-reactive rubber material to absorb shock.
