A time/positional information storage section 104 stores time information and positional information. An out-zone discrimination section 105 discriminates that the communication terminal equipment being a connection request destination resides in the outside of the communication zone when the positional information is not included in the received signal and terminal information being information denoting incapability of particularizing the position of the communication terminal equipment is received from another base station apparatus via a host station. When the out-zone discrimination section 105 discriminates that the communication terminal equipment of the connection request destination resides in the outside of the communication zone, a mobile state estimate section 106 estimates the mobile state of the communication terminal equipment after it moves to the outside of the communication zone on the basis of the time information and the positional information. An external output section 108 outputs the terminal information to inform the communication terminal equipment that is the connection request source about the information of the mobile state of the connection request destination.
