To flexibly adapt to a plurality of kinds of communication rates which a plurality of terminal devices request respectively.

An allocation unit 22 allocates a communication channel to at least one terminal device. A communication unit 20 communicates with the terminal to which the communication channel is allocated. The allocation unit 22 regulates a narrow-band channel and a wide-band channel having a wider band than the narrow-band channel as a communication channel. The communication unit 20 sends information regarding the wide-band channel to be used to the narrow-band channel while sending data to the narrow-band channel when the narrow-band channel is allocated to communicate with the terminal device and also sending data to the wide-band channel when the wide-band channel is allocated to communicate with the terminal device.
