To allow the number of secondary component carriers (SCCs or SCells) to be changed at the appropriate timing for the change in a communication system capable of carrier aggregation (CA).
A base station comprises: a communication unit for communicating with a user device; a management unit for managing a primary component carrier (PCC) and a secondary component carrier (SCC) for each user device; and a generation unit for generating a control message at least including an addition/deletion message that indicates adding or deleting an SCC. When the management unit determines that an SCC should be added or deleted according to the result of comparison of a measured value with a threshold for a predetermined measuring target, the communication unit communicates the control message to the user device.
