To sufficiently prevent congestion at the time such as when a base station is restarted.SOLUTION: A base station management device includes: a communication unit that performs information communication with a target base station and an adjacent base station of the target base station; and a processing unit that, when starting the target base station, transmits first start time control information for increasing transmission output of the target base station in stages from the communication unit to the target base station and transmits second start time control information for decreasing transmission output of the adjacent base station in stages in synchronization with the staged increase of transmission output at the target base station from the communication unit to the adjacent base station.SELECTED DRAWING: Figure 2
